or it might have been just dnb/jungle, it had the blade runner tears in rain speech somewhere around 2/3 of the track and i remember i had it on vinyl in the second apartment i lived at and the vinyl was from some year between 1990 and 2000, sadly the vinyl is lost and its tracklist has been bugging me for years because many of the tracks were awesome as f*ck

london elektricity - attack ships on fire 1991 (part of the speech exists but not in the whole and there was no guitar in my memory)
dom & roland - mechanics 1997 (also, part of the speech exists but still not the one im looking for)
